I've mentioned this in the intro "sticky" for this forum, but, just to make it impossible to miss here are the formal docs for Joomla from the team.....
While I have not read a lot of this you would be well-advised to start here, I suppose....

Joomla has something they call an online "community magazine" - it's right here....

And here's a link to something called, simply, the "Joomla Community". It has a lot of info regarding Joomla, it's development, new things, etc.
